| 摘 要： | 高技术创新已成为现代经济最富于竞争活力的源泉。由于创新本身“包括了科学、技术、组织、金融和商业的一系列活动”,这使高技术创新除了受创新机制本身条件的制约之外,还要受到包括经济、政治、文化等在内的外部条件的制约,因此,营造一个适合高技术创新的社会环境在当前是极其重要的。

| Abstract: | High-tech innovation has become the source which imbued with the most competitive vigor in modern economy.Innovation itself is "a series of activities including science,technology,organization,finance and business",and thus high-tech innovation is not only restricted by the conditions of innovation mechanism itself,but also restricted by the external conditions including economy,politics and culture and so forth.Therefore,it is extremely important to construct a social environment suited to high-tech innovation. |
