城乡统筹下的新农村建设规划的探索——以厦门市三个试点村为例

城乡统筹是城市和农村“双赢”发展的有力保障，全面解决好农村建设发展问题，应当关注农村的主动城市化和被动城市化两种模式，根据“以城带乡统筹规划”的基本思路，对城乡空间发展进行统筹布置，创新性地提出厦门市农村村庄发展路径上的五种类型，并针对每种类型进行科学分析，强调对非城市建设用地内的农村发展实行整体规划，采取旧村改造与新村建设并拳的农村空间发展模式，实施农村“金包银”等建设工程，不仅改善了人居环境，还解决了被征地农民的生产生活出路问题．
