传统认为基础研究的主要目的是发现新现象和新规律以及创造新知识,对基础研究的传统评价主要是看其学术价值。而美国和日本越来越重视基础研究的社会经济价值,基础研究也越来越成为科学技术和产业创新的直接推动力。本文对美国和日本基础研究及成果转移政策进行了介绍和分析,并对我国的基础研究相关政策制定提出了几点建议。
