| 摘 要： | 从船舶登记管理的角度对船舶登记中方便旗船产生的原因进行分析,进而分析方便旗船存在的弊端.在此基础上,从贯彻"真正联系"原则,建立第二船舶登记制度,吸引方便旗回归,完善船舶经营人确认制度,加强PSC检查等方面,提出了加强船舶登记管理的应对策略.

| Abstract: | From ship's registration management point of view,this thesis analyzes the reasons of flag of convenience in ship's registration,and further analyzes the abuse of the flag of convenience.Based on the analysis,and from aspect and so on carrying out 'Genuine link'fundamental,establishing secondly ship's registration system to attract flag of convenience regression,consummating the manager of ships affirming system,enhancing PSC inspection proposed the countermeasure to enhance ship's registration management. |
