| 摘 要： | 以协商民主为导向的政府决策民主化是目前构建责任政府的关键环节，既可以最大限度地保证人民参政、议政，实弹民主决策、科学决策；又推动着有限、有效责任政府的建构。但在目前条件不完备的前提下，政府决策引进协商民主面临许多两难选择，理顺其关系进而探求解决对策是当前政府决策民主化有效推进的前提。

| Abstract: | One of the key tasks to build a responsible government is to implement democratic decision-making based on consultative democracy,which can not only to the greatest degree guarantee the people's participation in and deliberation of state affairs,realizing democratic and scientific decision-making,but also promote the construction of limited and effective responsible government.However,right now when the conditions are not mature enough,the government is faced with a dilemma in introducing consultative democracy.As a result,forging a smooth relationship between the two and then seeking effective countermeasures is the prerequisite for the effective implementation of government's democratic decision-making. |
