| 摘 要： | 19世纪70年代以后清政府对海外华人实行保护政策。面对美国政府的排华政策,清政府也提出了抗议,竭力同美国交涉。然而,清政府软弱的地位使其保护华侨的政策具有很大的局限性。

| Abstract: | Qing Government took actively steps to protect oversea Chinese in 1870's and had been protesting against American policy of Chinese exclusion. However, since Imperial China was becoming weaker and weaker, Qing Government's protection to the Chinese in the United States was limited. |
