| Abstract: | A synthetic examination on Canada＇s strategies and policies on developing its human resources is given from the perspectives of de- veloping post-secondary education, absorbing and retaining talents abroad and improving talent environment. And why Canada can stop the trend of ＂brain drain＂ from Canada to America during 1990s within the first decade of the 21th century is discussed. |
