摘    要:针对当前有关应急系统选址问题的研究中所构建的模型均以时间和距离因素约束为基础,没有考虑诸如费用、事故发生频率等因素约束的现状,本文在考虑时间和距离因素的基础上,加入这些因素,依据其重要程度赋予合适的优先因子,进而采用目标规划等方法构建相应的改进模型,制定相应的改进算法,并将其应用于天津理工大学本部校区,与原有算法的计算结果进行分析对比.结果表明,改进的模型和算法更符合实际,能够更全面体现现实中各因素的约束.该研究成果将能够在某种程度上避免决策者制定决策的盲目性,也能够有力的支持国家层次的战略设计研究.

Abstract:In view of present situation where current research on model construction of emergency system location has only considered the constraint factors of time and distance,don’t take man-made constraint factors into account,such as cost,accident occurred frequency,this paper join these factors,entrust appropriate priority factors according to their importance,and construct corresponding improvement model as well as formulate corresponding improvement algorithm with Goal Programming method on currently existing foundation.What’s more,this model and algorithm are applied to headquarters campus of tianjin university of technology,and calculation results analysis and comparison with original algorithm are proceeded.The results show that improved model and algorithm is more in line with the actual need,can more dynamic to meet the various elements in real life constraints.The results of the study will in some extent avoid the blindness of policymakers decision,also can powerful support national level as the study of strategic design.
