| 摘 要： | 船舶交通管理系统(VTS)人员的整体素质是决定VTS运行管理水平的一个重要因素.当前中国VTS人员整体素质仍然偏低,这在某种程度上制约了VTS国际化的发展.根据IMO A.857(20)决议和IALA建议案及示范课程的要求,对建立中国VTS人员培训、发证制度进行讨论并提出注意事项,以促进VTS人员素质的提高.
