摘    要:民国时期在中外资本家的残酷剥削下,中国工人工资低廉,生活痛苦,不断进行反抗斗争,工资问题成为工运的一个重要因素,为稳定统治秩序,南京政府制定了一些改善工人工资待遇的政策,颁布了《最低工资法》等几部法规,在一定程度上限制了资本家对工人的剥削。但是由于种种原因,其实际效果并不理想。

Abstract:The pay problem plays a very important role in the working labor's rebellion movements against the Nanjing Government due to the exploitation of both domestic and foreign capitalists.During the republic of China,The Government issues a couple of such Laws and Regulations as"Law on the Lowest Pay" and sets up policies to reform the working labor's pay in order to stabilize its governing,which in a sense restrict the exploitation.Those Laws and Regulations as well as policies,however,do not work effectively owing to certain reasons.
