分级事权下县级国土空间规划的编制

立足现行“县 乡镇 村”三级行政构架，我国县级国土空间规划的编制需要注意几个关键点:一是在规划层级方面，除个别城乡高度融合的县市可按全域“一个层级”编制规划外，其他大部分县市仍应执行“全域 中心城区”两个层级；二是除高度城市化地区可将县级 乡镇级规划合并编制外，其他大部分县市宜按两个或多个乡镇联合开展规划编制，给乡镇预留更多的自由裁量权；三是县级规划应重点加强对县域村庄总量控制、分类引导、刚性传导等方面的顶层设计，其他事权可交由下层级规划落实。建议尽快出台国土空间规划相关法律法规和部门规章，规范各级国土空间规划成果编制，强化国土空间规划的指导约束作用。

County Level Territory Spatial Planning Considering Delegation of Authority

County level territory spatial planning based on the county town village administrative structure needs to pay special attention to responsibility division and authority delegation.Except for the few single level presentation of highly integrated and urbanized regions,most counties should be handled in two levels,one for a holistic approach of the county presenting towns in groups of two or more,and the other focused on its central city.In this way,towns and villages are given more space for their territory planning.County planning is recommended to focus on the top level design for the village amount control,category specific guidance and rigid transmission,delegating planning powers to authority at lower levels.It is recommended that general laws and rules as well as specific regulations be established as soon as possible,and efforts made to standardize the territory spatial planning results at all levels so that they serve as a guide and a standard for good territory spatial planning projects.
