以太原钢铁（集团）有限公司为例,探讨了依靠技术进步实现钢铁企业循环经济发展的问题,指出钢铁企业应全面落实科学发展观,大力提高企业原始创新能力,充分利用国外智力资源,切实解决关键技术难题,完善产业（企业）发展战略,在循环经济、低碳经济条件下,提高资源综合利用水平,提升大中型企业的综合竞争能力,进一步推动钢铁企业的经济技术进步。

Taking Taiyuan Iron Steel（Group）Company Ltd.as an example, this paper probes into how to realize the development of iron and steel enterprises＇circular economy relying on the technological progress, and points out that the iron and steel enterprises should comprehensively implement the scientific concept of development,greatly enhance the ability of original innovation,make full use of foreign intellectual resources,really solve the key technical problems, perfect the industry （enterprise）development strategy, lift the level of comprehensive utilization of resources under the conditions of circular economy and low carbon economy,improve the comprehensive competitiveness of medium and large-sized enterprises, and further promote the economic and technological progress of iron and steel enterprises.
