| 摘 要： | 目前国内高校行政管理存在许多弊端与不足,如机构膨胀,人员臃肿,各部门之间缺乏配合;行政管理人员服务意识不强,缺乏开拓、进取精神;行政权利挤占学术权利,高校衙门化的倾向严重。为此,高校应贯彻落实科学发展观的要求,在人本主义精神的指引下,正确认识,全面尊重人的主体性,尊重人的发展;实现人事管理向人力资源管理的转变,建立和完善激励机制;探索构建分权制衡的权力协调机制,有效发挥人的能动性。
