三峡库区退耕还林存在的问题及对策

重庆三峡库区退耕还林具有十分重要的战略意义,但库区退耕还林工作还存在政策不够明确,组织领导的力度不够,与长江其它生态建设工程协调不一,退耕还林投入缺乏保障机制和配套的技术支撑等一些不容忽视的问题.笔者认为,库区退耕还林必须加强统一领导、分工协作,完善和落实有关政策措施,建立技术支撑体系,坚持与农业产业化发展相结合,建立多层次、多渠道的投入体系,加强立法、执法监督等工作.

The Problems in Implementing the Policy of Quitting Tilling the Land in Three-Gorge Area and Planting Trees on It and Their Countermeasures

It is strategically important to plant trees on the cultivated land in the Three-Gorge Dam area, but in the course of practicing it arise some problems which should be dealt with seriously and urgently: the policy itself is in some ways not clear; organization and leadership of the action is not powerful enough; it fails to coordinate other ecologic construction projects along Yangtze River; the money put into it is not adequate or effective as expected because of lack of guarantee system and necessary support in technique. The writer thinks that the policy will be effectively practiced when unified leadership is strengthened; when sharing and cooperation play the equally important role; when policies and measures are perfected and fulfilled; when the system of support technically is established; when this activity is well combined with the industrialization of agriculture; when the system of investment is set on all levels and from various sources; when legislation and enforcement of laws are powerful.
