| 摘 要： | 高校是集聚人才的摇篮，实施高层次创造性人才发展计划对高校发展极为重要。在新形势下，迫切需要高校进一步加强人才工作和人才队伍建设，特别是高层次人才建设。只有坚持不懈地实施“高层次创造性人才”发展计划和“人才强校”战略，完善学校内部学术与人才管理机制，提高教师和人才队伍整体水平，才能最终实现人才兴校、人才强校。

| Abstract: | Colleges and universities are the cradle of talented people. It is important to implement the development plan of ＂high-level creative talents＂ for colleges and universities. In the new situation, it is urgent for colleges and universities to strengthen the work of talented and qualified personnel, especially of high-level personnel. Only when we implement the development plan of ＂high- level creative talents＂ and ＂popular school through talents＂ strategy, and improve talent management mechanism to raise the overall level of talents. |
