摘    要:中国经济步入"新常态",科技创新对工业高质量发展具有重要意义。基于柯布-道格拉斯生产函数,计算2011—2017年全国各地区全社会和科技创新两个工业全要素生产率,分析科技创新对我国及湖北工业全要素生产率的作用;采用DEA-Malmquist模型分析湖北工业各行业科技创新效率及其变化;认为湖北应提升工业科技创新效率、实现高质量发展。

Abstract:As China’s economy enters the "New Normal",scientific and technological innovation is of great significance to the high-quality development of industry. Based on Cobb-Douglas production function,this paper calculated industrial total factor productivity of social as well as scientific and technological innovation in 31 provinces in China from 2011 to 2017,and analyzed the promotion effect of scientific and technological innovation on the growth rate of industrial total factor in China and Hubei. Then,the efficiency of scientific and technological innovation and changes in various industries in Hubei Province were evaluated by using the DEAMalmquist model. Based on the research,this paper suggested to improve the efficiency of industrial scientific and technological innovation and further realize the high-quality development of industry.
