| 摘 要： | 为顺应国家实施西部大开发战略中的生态环境建设四川在行动。凉山彝族自治州是8山1水1分田的地区,退耕还林还草,发展绿地植被,对保持水土,减少地表径流,培肥地力与增加粮食产量和发展节粮型畜牧业,为人们提供量大质优的动物食品,即可增产粮食,节约粮食。退耕还林还草,是长江上游地区保持水土,生态环境建设,国民经济可持续发展,增加农民收入,改善和提高人民生活水平的重要途径。
