摘    要:知识经济时代,“以人为本”的价值观正在逐步取代工业经济时代的“以物为本”的价值观,因此,企业要发展必须注重人才与文化的管理。人才管理的要素,一是唯才是举,二是努力提升人才素质和实现人才自我价值,三是通过人才的合理、有序流动来实现人才资源的最佳配置;而文化管理的要素,一是应该建立多种形式的激励机制.二是建立凝聚机制,三是建立纪律约束机制。

Abstract:In the knowledge times, the people-based value conception is replac ing the material-based value conception of the industrial economy times progres sively, therefore, the enterprises, that want to develop, must lay stress on the talents management and the cultural management. Among the element factors of th e talents management, the first is selecting nobody but talents, the second is i mproving the quality of the talents and realizing talents' self-value, the thir d is realizing the optimum arrangement of the talents through rational and order flowage. And among the element factors of the cultural management, the first is establishing the excitation mechanism with various forms, the second is establi shing the concentration mechanism, and the third is establishing the restraining mechanism with the discipline.
