| 摘 要： | 提高东北和内蒙古地区自然资源合理开发的力度，对促进东北的全面振兴和区域协调发展意义重大。在深入分析东北和内蒙古地区自然资源利用现状的基础上，提出了实现资源合理开发与东北环境、经济可持续发展的三点对策：一是整合资本，加大投资力度，开发新能源；二是转变生产方式，做强农产品深加工产业；三是着眼于国内外市场，拓展旅游、服务、商贸等第三产业。
