| 摘 要： | 城市管理中的暴力执法问题一直是困扰中国城市和谐发展的重大问题.从政治要素、经济要素、社会要素和技术要素四个方面进行PEST分析,提出了城市管理文明执法的困境,并在此基础上,以事前规范、事中落实和事后查纠为脉络,系统地探讨了城市管理执法人员责任回归的机制,以期在有效遏制暴力执法方面进行有益的探索.
