论西部人力资本投资的重要条件—发展非公有制经济

我国加大了对西部地区人力资本的投资,并提出了各种对策与措施,对西部经济的发展起到了一定的促进作用。但是,由于资金的缺乏,这些对策与措施所产生的效果不佳,而资金缺口由政府出资则不太现实。因此,提高自身的造血功能——发展非公有制经济——是真正将西部人力资本投资落到实处的有效途经之一。

Important Condition of the Manpower Capital Investment in Western China —Developing Non-public Economy

For enlarging the manpower capital investment in the west of China, many countermeasures and the measures which promoted western economical development in a certain degree were proposed. But the question is that the effec of these countermeasures and measures is not good because of the massive funds lack. it will be not realistic that the huge fund gap is only invested by the government. Therefore, enhancing own blood-making function of the west areas, developing the non-public economy, "will be truly the practical and effective basic way of west manpower capital investment.
