| 摘 要： | 能否建立独立、专门的电力监管机构是解决电力监管体系能否公正、透明、专业化运行的关键因素。针对我国目前仍未形成统一的电力监管组织体系的状况，就如何建立监管组织的模式从法律的角度提出了自己的构想。

| Abstract: | Whether or not to build an independent and special electric power monitoring organization is the key factor for solving the problem of whether or not the fair, transparent and specialized operation can be realized in the electric power monitoring system. In the light of the situation that the unified electric power monitoring system hasn't formed in our country at present, this paper puts forward the conception of establishing the model of the monitoring system from the legal angle. |
