渔船“双控”制度成效研究

我国海洋捕捞业目前面临的最大问题是捕捞强度过大,导致这一问题产生并加剧的主要原因是由于法律上对捕捞主体不加限制,现行渔业法律法规允许个人、单位和其他组织均可从事捕捞生产。改革开放以来大量的农村剩余劳动力进入比较效益相对较好的渔业领域,导致海洋捕捞强度急剧增加,最终使得渔业＂双控＂制度收效甚微。本文就由此入手,深入分析渔业＂双控＂制度的失效原因,并提出完善制度的相关意见和建议。

The Research on Effectiveness of Fishing Vessel Double Control System

The biggest problem facing China′s fishing industry is intensive fishing intensity,which caused by lack of legal limitation of fishing entity.In accordance with China′s current fishery law,any individual,unit or other organization can engage in fishing activities.Since reform and opening,a multitude of rural surplus labor force has transferred to more valuable fishing industry,so that marine fishing intensity increased sharply,and finally leads to the double-control policy of "control the marine fish vessel number and control sum power" has little effect.In this paper,the inefficient causes of the double-control policy were exploited,and some suggestions were put forward to perfect the fisheries management system.
