| 摘 要： | 随着我国开放型经济体系构建与区域经济一体化的进程,对区域创新系统规划与建设提出了新的要求。首先分析了我国区域创新系统建设的现状与面临的问题,通过对开放型经济体系、区域经济一体化与区域创新系统之间内在关系的剖析,提出新型区域创新系统规划与建设的目标、关键点与实施路径。包括三方面①创新系统边界的空间延展;②创新系统的二维开放;③以总体观为指导,注重双层面创新。
