主权财富基金:一个博弈模型和税收观点

主权财富基金的迅速发展引起了世界各国的广泛关注,学术界对此也进行了一些评论性和实质性的研究.主权财富基金的表现随着国别的不同存在着很大的差异,由于多数的主权财富基金缺乏透明度,对其进行全面和系统的研究就显得有些困难.文中试图对主权财富基金的定义、资金来源、发展规模、投资表现和投资策略等方面进行分析,此外,还提供了一个从博弈论和税收的角度对主权财富基金进行分析的框架,研究表明:由于主权财富基金本身缺乏透明度,东道国对主权财富基金的投资策略十分的敏感,这就令主权财富基金富有争议.通过分析我们发现,主权财富基金需要提高透明度,而且国际社会需要对主权财富基金的投资实践提供更多的指导.

Abstract：

The rapid development of sovereign wealth funds has caused the great concerns from worldwide, and has been subject to much commentary and little factual analysis. The performance of sovereign wealth funds varies substantially across countries, but comprehensive and systematic analysis have been hampered by lack of transparency of most funds. This paper seeks to provide an overview of sovereign wealth funds with regarding to the definition, sources and scale, investment behaviour and strategy. Besides it provides an analysis framework from the viewpoint of game theory and tax theory. The findings suggests that host countries are sensitive to Sovereign Wealth Funds' investment strategy due to their lack of transparency, which makes Sovereign Wealth Funds controversial.Sovereign wealth funds need more transparency, and we need more practice to guide SWFs.
