某省新型农村合作医疗制度实施效果的综合评价

目的：对某省20个县市2007年新型农村合作医疗的实施效果进行综合评价，为新型农村合作医疗经办机构评价合作医疗实施效果提供依据。方法：用秩和比法对该省新型农村合作医疗制度的实施效果进行综合评价，并分档排序。结果：J市，K市，属于优等，E市，Q市，H市，T市，L市，B市，A市，D市属于良好档次，S市最差，其余属于中等档次。结论：秩和比法的优点是综合能力强，可代替一些专用综合指数，也可显示微小变动，计算的结果既能排序，又能合理分档，使评价结果满意。

Evaluating The Effect Of The New Rural Cooperative Medical System In Some province

OBJECTIVES：We evaluate the effect of the new rural cooperative medical system in 20 counties of a province in 2007,and provide methodology and policy suggestion for the NRCMS management and government.METHODS：We use fuzzy RSR to evaluate the effect,sort the results of the calculation and divide the results into different grades resonablely.RESULTS：J city and the k city belong to excellent grade, E,Q,H,T,L,B,A and D cities are in good grade, I,N,C,P,F,G,R,O and M cities are in general grade, S city is in poor grade.CONCLUSIONS：Fuzzy RSR method has the advantages of replacing a number of special compositive index, calculating small changes,sorting the results as well as sub-filing the rusults resonablly,so that the wvaluation of them are satisfactory.
