| 摘 要： | 介绍了计算机通信网中控制业务流量的一种新方案.该方案能在网络遇到拥塞时,通过对数据包实施控制,把网络带宽以一种更合理的方式分配给不同需求的用户,使网络资源得到充分利用,同时对不遵守协议者给予必要的惩罚,从而激励网上用户协同工作,恢复网络的正常使用.

| Abstract: | The author introduces a new scheme for controlling the traffic flow in the computer telecommunication. The scheme can effectively allocate network bandwidth to the different users in a fairer manner through controlling data packets when network congestion is deteted, so that the network resources can be made full use of. At the same time, the scheme can give a penalty to users who don't obey any protocol and restore the normal network usage. |
