突发公共卫生事件方舱医院建设选址决策研究

为了在发生重大突发公共卫生事件时缓解城市医疗系统压力，减少人员交叉感染，在分析重大突发公共卫生事件特点与方舱医院作用的基础上，将建设工期和疫情防控作为方舱医院选址的首要影响因素，并以人口密集程度、方舱医院容量、地势高低、负荷均衡程度、基础设施完善程度、建设质量、建设成本、最大通行时间、最大通行距离等作为方舱医院选址评价指标建立指标评价体系，提出两阶段决策模型，首先利用层次分析法对方舱医院的建设模式（新建或改建）进行决策，然后应用目标规划模型，确定最优选址决策。最后通过武汉方舱医院的选址为例清楚地表明两阶段决策模型是解决重大突发公共卫生事件方舱医院选址问题的一种有效的方法。

In order to relieve the pressure of urban medical system and reduce cross infection of personnel in the event of major public health emergencies, based on the analysis of the characteristics of major public health emergencies and the role of mobile cabin hospital, the construction period and epidemic prevention and control are taken as the primary influencing factors for the location selection of mobile cabin hospital, and the population density, the capacity, the terrain and the load balance are taken into account , infrastructure improvement degree, construction quality, construction cost, maximum travel time, maximum travel distance, etc. are used as evaluation indexes of mobile cabin hospital location to establish index evaluation system, and a two-stage decision-making model is proposed. First, the construction mode (new construction or reconstruction) of mobile cabin hospital is used for decision-making, and then the target planning model is used to determine the optimal location decision-making. Finally, taking Wuhan mobile cabin hospital as an example, it is clear that the two-stage decision-making model is an effective way to solve the location problem of mobile cabin hospital in major public health emergencies
