辽宁省小微企业融资政策有效性分析

本研究试图通过提高融资政策的有效性来更好地支持小微企业发展.本研究梳理了2011年至2019年辽宁省地方政府发布的各项小微企业融资支持政策,并运用层次分析法和模糊综合评价法对政策的有效性进行分析评价.研究结果表明:辽宁省小微企业融资支持政策有效性的评价分值为82.75,政策有效性属于"良",处于中等水平;存在的主要问题就是社会信用体系建设进度缓慢,使得政策取得的实际效果有限.依据研究结果,给出升级信用基础设施、疏通信用信息共享渠道、健全信用法律法规、强化失信惩戒机制等政策完善建议,更好地解决小微企业融资难、融资贵的问题.

Analysis on the Effectiveness of Financing Policies for Small and Micro Enterprises in Liaoning Province

This study attempted to improve the effectiveness of financing policies to better support the development of small and micro enterprises. Various financing support policies for small and micro enterprises issued by the local governments of Liaoning Province from 2011 to 2019 were summarized, and the effectiveness of the policies was analyzed and evaluated by using the analytic hierarchy process and the fuzzy comprehensive evaluation. The results show that the evaluation score of the effectiveness of the financing support policies for small and micro enterprises in Liaoning Province was 82.75, and the effectiveness of the policies was "good", being at the medium level. The main problem was that the construction of social credit system was slow, making the actual effect of the policy limited. Based on the research results, some suggestions of upgrading the credit infrastructure, unblocking the credit information sharing channels, improving the credit laws and regulations, and strengthening the punishment mechanism for dishonesty were put forward, so as to better solve the problem of small and micro enterprises'' financing difficulties and high financing costs.
