装配式建筑激励政策满意度评价研究基于利益相关者的角度

为了协同各主体之间的利益关系和提高政策质量,以15项装配式建筑激励政策为研究变量,通过问卷调查获取数据,采用K-W非参数检验和因子分析评价各利益相关者对激励政策的满意度,最后建立政策IPA象限图,以指导政策的修订和再设计.结果表明,15项政策的总体得分为3.37分,总体满意度较好,其中土地政策、商品房预售政策需要进一步的改进.开发企业、施工单位、构件生产企业作为激励政策核心利益相关者对政策满意度高.未来政府部门应注重政策之间的协调,找准政策着力点,实现精准激励.

Research on Satisfaction Evaluation of Incentive Policies for Prefabricated BuildingsBased on the Perspective of Stakeholders

In order to coordinate the interest relations among the various subjects and improve the quality of policies ,this study took 15 incentive policies for prefabricated buildings as the research variables and used questionnaire survey to obtain data from Shenyang; the satisfactions of various stakeholders with incentive policies were evaluated through K-W non-parametric test and factor analysis; and finally a policy IPA quadrant diagram was established to guide policy revision and redesign. The result showed that the overall score of the 15 policies was 3.37, a good overall satisfaction, among them, the land policy and commercial housing presale policy demand to be further improved. The core stakeholders of incentive policies such as developer, construction units, and component production enterprises were highly satisfied with the policies. In the future, government departments should pay attention to the coordination among policies, orientate exerting point of policy and achieve precise incentives.
