摘    要:为更加公平的在流域各地区分配上游地区生态建设与保护的成本, 以及调动上游地区对流域生态保护的积极性, 本文在假设流域各地区有合作博弈的基础上, 给出基于DEA合作博弈模型的流域生态补偿额分摊方案. 考虑到合作博弈经典Shapley值解的局限性, 本文利用梯形模糊数确定各地区权重的方法对Shapley值解进行改进. 将此生态补偿额分摊方案应用于新安江流域, 结果表明本文提出的分摊方案不仅使各地区有较高投资生态保护的驱动力, 而且在考虑到各地区水源效益的同时, 还结合了流域中水源及其效益等指标的重要性, 更具公平合理性, 同时为其它跨地区流域生态补偿额分摊研究提供了参考.

Abstract:In order to make the ecological compensation for river basin more reasonable and stimulate the water ecological protection initiatives of the upstream region, the water ecological compensation amount allocation method is proposed based on the model of DEA cooperative game with the supposition of cooperation among different areas along the basin. Considering the limitation of classic Shapley value in cooperative game, this value is improved by the weight among different areas confirmed by trapezoidal fuzzy number. Applied to Xin'an River basin, its result indicates that the allocation method adopted in this paper not only made the driving force for ecoloical protection stronger, but also combined the importance of different index such as the water and its benefits in the basin, meanwhile, the water benefits was considered among different areas. Thus, it is more reasonable, and it could provide reference for the ecological compensation amount allocation research of the other basins cross regions.
