基于计划行为理论的成都市交通拥挤收费公众意愿研究

摘    要:首先,以计划行为理论为基础,选取影响成都市交通拥挤收费公众意愿的若干因素,对各因素设定变量,建立了公众对拥挤收费选择行为的模型。然后,以问卷调查的形式获取了对应各因素的数据,并通过数据对设定的各因素变量进行相关分析与回归分析,得出拥挤收费收入的分配是影响成都市交通拥挤收费公众意愿的最关键因素这一结论。对拥挤收费收入的分配进行研究得到的结论是,交通拥挤收费获得的收入应该完全返回到城市交通系统,用于城市交通基础设施的改善,这也体现了拥挤收费的社会公平性。最后,对拥挤收费与公众出行行为关系进行了研究,结论是拥挤收费能较好地缓解交通拥堵,理应得到公众的理解与支持。

Abstract:Based on planned behavioral theory,the author chose several factors that affect the public will towards traffic conjunction charges in Chengdu and set variables accordingly,which led to a model of public choice behavior towards conjunction charge.Relevant data about each factor is collected through questionnaires.The analysis and regression analysis of the data have led to the conclusion that the allocation of conjunction charges is the most essential factor affecting public will on this subject matter.Moreover,by analyzing the allocation of the conjunction charges collected,the conclusion is made that revenues from conjunction charges should be used to improve the traffic system and infrastructure of the city and thus well reflects the social equity.Finally,the relation between conjunction charges and public travel behavior is researched with the conclusion that congestion charges can relieve traffic congestion effectively.
