| 摘 要： | 重点讨论了在西部大开发中，西部地区应抓住历史机遇，大力推动“增长极”－城市的发展，完善城市体系，不断增强城市的辐射推动能力，以促进和带动区域经济的快速发展，其中东西部城市联姻、携手合作、东西共富应视为发展和开发西部战略的重要内容，并提出了“轴线战略”、“双边战略”、优势互补、联姻共富的构想。

| Abstract: | Urban possesses very important functions of the growth pole in developing regional economy. In western China, the policy of developing cities and perfecting city system is a important strategy in getting rid of poverty and backwardness .In the meanwhile,strengthening the cooperation between western and eastern cities in China is a important channel for common prosperity in western and eastern China. |
