| 摘 要： | 通过对政府行为成本和收益进行概念界定，用西方经济学理论对政府行为的成本——收益问题进行研究，可以揭示政府成本、政府规模、政府收益的内在联系。合理确定政府规模，是降低政府成本、提高政府收益的主要途径。

| Abstract: | Through the defmitions,this article analyzes the theory of government cost and revenue, and discloses the internal relationships between government cost, revenue and government scale. As a conclusion, it tells that reasonable government scale is the main way of decreasing government cost and increasing government revenue. |
