| Abstract: | Since the reform and opening-up, the whole party has taken on the in-party authority surveillance. Now it has experienced four development phases and obtained a gradually maturing path that pays the same attention to long-term and emergency situations, plans all matters as a whole, develops from practice to concept, from experience to regulation. |
