摘    要:针对目前在网络信息体系能力评估领域凸显的评估针对性较弱、能力关联性缺失等典型问题,以使命任务为牵引,基于复杂网络分析思想提出了一种网络信息体系能力需求满足度分析方法.该方法通过使命任务分解,将其关联映射到具体能力上,获取特定使命任务下的网络信息体系能力需求;以现有系统技战术性能指标为依据,借助能力满足度理论实现能力值量化,同时利用ANP进行能力相关性建模,获取网络化能力指标权重;进而通过多维能力融合及综合能力图谱,分析并展现体系现有能力水平之于特定使命任务的满足程度.最后以海军某使命下的体系能力需求为典型案例,检验该方法的可用性和有效性.

Abstract:To solve the problem of lacking pertinence and correlation consideration among indicators in capability requirement assessment of net-centric information system-of-systems, a task-oriented requirement satisfactory degree analysis method is proposed based on the analytic network process (ANP). It starts with the task decomposing to acquire capacity requirements for specific task; The quantification of technical and tactical performance indexes of existing systems is realized by means of capability satisfaction theory, moreover, the capacity correlation model is built using ANP to acquire the weight of capability indicators; Furthermore, a multi-dimension capability analysis method and general capability map are discussed to analyze and display the evaluation result more reasonably. The applicability of the proposed method has been tentatively demonstrated by having led a case study.
