| 摘 要： | 许多国家都把维护海洋权益、发展海洋经济作为本国的重要发展战略.完善我国海事行政法律制度,强化我国海事机构管理职能,对维护我国海洋权益和发展海洋经济有重要作用.通过对海事机构管理职能重新定位,对海事机构在维护国家海洋权益过程中存在的问题进行了分析,提出了新形势下完善我国海事机构管理制度的法律建议.
