| 摘 要： | “低碳经济”已经成为经济社会发展的主导模式,鉴于我国能源产业存在的一系列问题,有必要开辟一条新的能源发展路径.从风能、水能、太阳能、生物质能发电方面分析了发展中可能遇到的障碍,并提出了相应的制度路径.
