| 摘 要： | 计划经济条件下形成的科技成果管理制度在市场经济条件下已不再具有保护知识产权的作用。专利管理制度是市场经济的产物，服务于市场经济。在知识产权保护方面，用专利管理制度取代成果管理制度将是市场经济发展的必然选择。

| Abstract: | Sci-tech achievements management system formed under planning economy conditions hasn't had the functions of protecting intellectual property right. The patents management system, which is a result of market economy, serves planning economy. In aspect of intellectual property right, replacing achievements management system by using patents management system is an inevitable choice for the development of market economy. |
