加强完善大型工程项目可行性研究的理论方法探讨与制度建设

可行性研究具有政策性、专业性强等特点,是一门跨学科的系统科学。大型工程项目的可行性研究事关国计民生,对社会、经济、政治和文化有着深远影响。本文从系统学的角度出发,以项目全生命周期为基础,对如何进一步建立和完善符合我国基本国情,适合我国现阶段社会经济发展要求,以可持续发展为目的的可行性研究体系提出了具体的改进意见。

Theoretical Methodology and System Configuration of Feasibility Researches on Large Engineering Projects

Feasibility research is an interdisciplinary systematic science with the characteristics of policy-dependent and high-speciality. The feasibility research on large engineering projects may have great influence on the national economy, and deep impact on the society, economy, politics and culture. This paper is devoted to provide specific opinions on how to set up a feasibility research system which is suitable for the fundamental situations in China, able to meet the requirement of current social and economic development, aiming at sustainable development, on the basis of full-span life cycle theory with a systematic view.
