| 摘 要： | 西部大开发战略实施以来,西部地区的经济社会发展取得了较大成就。但伴随着经济的发展,西部地区城乡二元结构格局对经济社会发展带来的负面效应也进一步显现,城乡收入差距并没有伴随经济快速增长而缩小,反而有进一步扩大的趋势。破除城乡统筹发展中的双重二元结构,构建城乡双赢的经济社会一体化协调发展机制,构筑城乡统筹养老保障的防火墙,全面推进统筹城乡科学发展,以改革创新的精神推进川渝全面合作,无疑具有重要的理论意义与实践意义。成渝统筹城乡综合配套改革的成功,不但可以为全国范围内实现全面小康提供可资借鉴的经验,而且还有益于把成渝经济区打造成为我国经济社会发展新的重要增长极。
