| 摘 要： | 当前我国社会保障制度建设的重要任务之一是构建新型农村社会养老保险制度。《国务院关于开展新型农村社会养老保险试点的指导意见》在实施中存在对新型农村社会养老保险制度缺乏法律的支持,缺乏稳定性;基金保值增值难;保险金的使用缺乏监督约束等问题。就此提出秉承权利本位与宗旨,推进农村社会养老保险立法;创新投资经营机制,实现保值增值;完善监督网络,加大监督力度等对策建议。
