布什政府与第二次朝鲜核危机(2001年1月-2003年9月)

布什政府的对朝政策经历了一个由模糊到明确、由僵硬到相对灵活的调整转变过程。由于美国对朝政策的出发点和在调整过程中受到9·11事件和朝鲜核立场变化的影响,朝美关系一步步走向紧张,最终酿成第二次朝鲜核危机。经过多方的努力,朝美双方同意坐在谈判桌上讨论如何缓和核危机。尽管在未来解决核危机过程中还会出现意料不到的变数,但和平谈判解决核危机已被各方所接受。

Because of standpoint of the USA policy to North Korea and the effect of the"9.11" accident and the shifting of North Korea's standpoint on nuclear,the relationship between U.S.A.and North Korea becomes nervious step by step,and leads to the second Korea Nuclear Crisis ultimately. By multilateral efforts,USA and North Korea agree to discuss the way how to resolve the Korea Nuclear Crisis at the negotiating table. Although there are many variables in the course of resolving Korea Nuclear Crisis, it has been accepted by each side that Korea Nuclear Crisis be resolved by negotiation.
