| Abstract: | Cenci-empowerment,the basic form of technology empowerment in the era of AI,reveals the disequilibrium characteristic of AI among the three main subjects-party and government departments,social media and the public,and the technical department.The expanding and deepening of the disequilibrium may lead to social risks,from which the society suffers,of the superposition of "technical Leviathan","information room" and "citizen discretion",and "technical gap".From the perspective of the stages of technological development and the characteristics of technological empowerment,the prevention of the risk of Cenci-empowerment depends on the conscious adjustment of the technical production department,the ethical norms of social values and the mandatory regulation of state power. |
