| 摘 要： | 发展当代中国民主，必须一切从实际出发，既要重视政治体制改革的作用，又不能忽视基层民主建设的进步，尤其是社会基本构成细胞——公民——的政治参与应当引起我们的关注。推进公民政治参与对于发展社会主义民主具有突破口的意义。
