新型工业化和新型城镇化协调发展分析——基于重庆市的实证

十八大后贯彻落实科学发展观和转变发展方式已成为大势所趋，本文对区域工业化和城镇化发展现状进行了深入了解分析，对新型工业化和新型城镇化的含义进行了重新界定，采用标准值法和钱纳里标准法对重庆市及各个区县的工业化和城镇化协调发展情况进行实证分析。分析表明：重庆绝大多数区县的工业化发展未能带动城镇化进程；绝大多数区县也存在部分聚集在城镇而从事农业生产的人口，造成城镇化率偏高的现象。本文针对重庆发展现有问题提出了加快新型工业化发展，建立统筹城乡一体就业体制，大力推进农民工待遇平等化，加强发展职业技术教育，尽快落实户籍制度的改革，促进人口合理有序流动以服务城乡经济社会协调发展等建议。

Analysison Coordination Development of New Industrialization and New Urbanization Based on the Experience of Chongqing

After Eighteenth the implementation of the scientific development and the transformation of the development pattern have become the general trend, in-depth understanding on the analysis of present situation of development in the region, this paper puts forward suggestions on regional economic development. In this paper, taking Chongqing city as an example, the new industrializa- tion and new urbanization meaning to the definition, the method of standard value and Chenery standard method in Chongqing city and each county industrialization and urbanization of the empirical analysis, analysis shows that, there is not the coordinated devel- opment of industrialization and urbanization research area the vast majority of the district failed to drive the process of urbanization. At the same time, the vast majority of the district there are not a part of the second, the three industry employment but the popula- tion engaged in agricultural production, the population gathered in the town, resulting in the phenomenon of the high rate of urbani- zation. Finally, in view of the existing problems of Chongqing development, the paper also puts forward to accelerate the develop- ment of new-type industrialization, establishes balance urban and rural integrated employment system, and vigorously promotes the equal treatment of migrant workers, strengthens the development of occupation technology education, reforms the household regis- tration system as soon as possible, promotes the rational and orderly flow of population to serve the urban and rural economic and social development and so on.
