中西部地区地方科学院高层次人才队伍建设的制约因素及对策

摘    要:高层次科技人才是科研院所专业技术队伍中具有代表性和领军作用的核心力量。一直以来,欠发达中西部地区的高层次科技人才相对缺乏,特别是中西部地区的地方科学院,受20世纪末科技体制改革的影响,导致学科带头人流失严重、发展基础薄弱、年轻骨干成长慢,制约了其科技竞争力。对中西部地区地方科学院高层次人才队伍建设的制约因素进行了分析,提出消除制约因素、加快中西部地区地方科学院人才队伍建设步伐的对策。

Abstract:The high-level talent is the core strength of professional technical team in scientific research institutes. However,the high level talent has been lacking all the time in less developed western regions. Especially in the regional academy of sciences in midwest,the reform of system of science and technology at twentieth century has led to serious loss of academic leaders,weaker development foundation and the slow growth of young backbones,which have become the serious restrictions to the competitiveness of the academy. In this paper,constraints on the construction of high-level talent team in regional academy of sciences of the central and western regions are analyzed,and countermeasures to speed up the construction of talents team are put forward.
