辽宁省少数民族地区扶贫脱贫路径探析

扶贫是改善民生中的一项重要工作,只有消除贫困才能让所有的公民分享经济发展所带来的福利,最终实现社会的安定团结。辽宁少数民族地区与贫困地区高度重叠,扶贫工作在多方努力下取得初步成果,但面临着扶贫资金不足、贫困户“等靠要”思想仍然存在、扶贫金融组织功能异化、扶贫创新遭遇瓶颈的问题。结合问题,提出充分利用和发挥政策性金融与扶贫专项资金的引导作用;激励商业性金融机构参与普惠金融体系的构建;争取与优质企业集团合作开展PPP项目;以成熟景区做引领,带动贫困村旅游开发;借助互联网络,提高贫困地区资源物产知名度等建议。

Modes of Sustainable Development for Inner Mongolian Pastoral Areas

Inner Mongolian pastoral areas have achieved remarkable success in recent years,but many problems still exist that have hindered the healthy and sustainable development of those areas.Based on field investigation and research,the paper summarizes,refines three development patterns characteristic of the areas,and concludes the three patterns could serve as models for the sustainable development of the pastoral areas in China.
