| 摘 要： | 管理权力下放是中小学管理的重要趋势,包括政府权力下放、学校权力下放两种形式。政府权力下放包括学校发展规划权、人事安排、教材与课程设置权、人才培养质量监督权等权力的下放。学校权力下放,通过保障校务委员会、工会、教代会的正常运转,强化领导班子分工协作,建立健全党支部监督,实行校长选举制和任期制等方式下放权力。
