| 摘 要： | 阐述了河谷型城市的内涵及其城市环境问题产生的成因,运用"环境库兹涅茨曲线"结合有关计算,划分出兰州市近17年来经济增长与环境污染演进阶段过程,为兰州市的环境政策评价提供数量依据,从环境政策成效、环境政策成本以及经济增长方式等方面对兰州市环境政策进行了初步评价.

| Abstract: | According to the connotation of valley-basin city and the causes of urban environment problems, this paper adopts the Environmental Kuznets Curve, a commonly used metrological model in environment- economics, to analyze the evolving process of the economic growth and the environmental pollution in Lanzhou during the past 20 years and thus provides a quantitative basis for evaluating environment. It then makes a preliminary evaluation of the three aspects, i.e. the effect of environmental policy, the cost of environmental policy and economic growth. |
